Social conditions get ignored in favor of blaming innate character flaws.

Evidence

All too often, marginalized and negatively stereotyped groups are viewed as inherently deficient and flawed human beings. Some individuals living under disadvantaged and prejudicial conditions do not turn out well. In the mix of determinants contributing to personal shortcomings and troublesome conditions, social conditions typically get ignored in favor of dispositional attributions to innate bad natures. People’s social identity gets linked to group membership. This makes them vulnerable to negative social stereotyping. Stereotypes can be based on a variety of social classifications including social, ethnic, religious, and socioeconomic status, just to mention a few. Once negatively typecast, perceived members of a stereotype are treated as though they share all the attributes and behave in the same way as the stereotype. — Albert Bandura, Moral Disengagement, 628
