Schooling shifted from producing army technicians to producing individual citizens

Evidence

The placing of the schools at the centre of the city can mark the moment when a new politics of the modern state appeared. From this centre was to extend the surface of a field that had no previous existence. Education was to be set up as an autonomous practice, spread over ‘the entire surface of society’, with a distinct purpose. The new schooling introduced earlier in the century under Muhammad Ali had been intended to produce an army and the particular technicians associated with it; schooling was now to produce the individual citizen. — Timothy Mitchell, Colonising Egypt, 224
