Returning émigrés, not German institutions, had to initiate their own institutional restoration.
Evidence
It was Horkheimer himself, on his first visit to Frankfurt, who first pushed seriously for the Society for Social Research to be re-founded and for the Institute’s rights to be renewed. He provided the stimulus for the formation of a committee to re-establish the Frankfurt Institute. While this did not exactly show arrogance, it must nevertheless have put to shame those who expressed outward regrets that more émigrés were not returning into the open arms they claimed Germany was holding out to them, but who at the same time needed to be pushed into making serious and acceptable offers to encourage them to return. — Rolf Wiggershaus, The Frankfurt School, 423
