Preliminary activities belong in negotiated wage rates, not stopwatch litigation
Evidence
While conditions vary widely and there may be cases where time records of “preliminary activities” or “walking time” may be appropriate, yet here we have a case where the obvious, long established and simple way to compensate an employee for such activities is to recognize those activities in the rate of pay for the particular job. These items are appropriate for consideration in collective bargaining. — Henry M. Hart, Jr. and Albert M. Sacks, The Legal Process, 2280
