Praise for the Peru study came from empiricists, not ideological neoliberals
Evidence
This was an elegant construction of a natural experiment. It made clever use not just of the household survey data collected by the Peruvian agency responsible for the titling program, but of the staggered timing and other features of the program itself. Among those who singled out the research for praise were scholars such as Krueger and DeLong, who were interested in promoting not a neoliberal political agenda but more empirically supported arguments in the discipline, and in the case of Krueger, strong advocates of the use of natural experiments. — Philip Mirowski & Dieter Plehwe (eds.), The Road from Mont Pèlerin, 1939
