Power increases only through limitations that co-constitute counter-power

Evidence

If increases in power do not go beyond relatively elementary thresholds, they give power in a non-arbitrary, and non-arbitrary executable, form, because they co-constitute counter-power. We have established this, inter alia, in the analysis of chain formation, but it always applies when the power-subject can cause the power-holder to focus on the conditions and defined situations in which he can exercise power. Even the ability to call forth physical force is an example of this. Conditions for increase are dependent on limitations. It is for this reason only that a theory of power can exist in relation to superior power also. — Niklas Luhmann, Trust and Power, 716
