Post-migrant minorities become scapegoats blamed for Britain’s internal diversification.
Evidence
To this we must add the growing cultural diversity of British social life itself. The effects of globalization, the decline of Britain’s economic fortunes and world position, the end of empire, the rising pressures to devolve government and power, the growth of internal nationalisms, local and regional sentiment, and the challenge of Europe have all unsettled the so-called homogeneity of Britishness, producing a major internal crisis of national identity. … People belong to many different, overlapping “communities” which sometimes exert contrary pulls. Britain is “a multiculturally diverse” society, long before one begins to consider the impact of postmigration multiethnic communities. Indeed, it sometimes appears as if the latter are the symbolic bearers of a complex pattern of change, diversification, and “loss” for which they are only the most convenient scapegoats. — Stuart Hall, Essential Essays, Volume 2, 361

- DEEPTHINKING: The inversion — that multiethnic migrants are blamed for a multicultural diversity that long predates them — is a dense, paradigm-shifting formulation.
