Post-Cold War Latin America faced almost no external security threats warranting U.S. bases
Evidence
There was a missed opportunity for the United States in Latin America at the end of the Cold War. After supporting a violent, repressive regime in Honduras and using the country to support even more murderous regimes in El Salvador and Guatemala, the United States should have completely withdrawn its bases and forces from Honduras and the rest of Latin America once peace came. There was no need for them in a region facing almost no external security threats or cross-national conflicts. Any humanitarian, training, and counternarcotics operations in Honduras could have been carried out from bases in the United States, just as the military does in many other countries. — David Vine, Base Nation_ How U.S. Military Bases…, 316
