Patriots burning Norfolk themselves blamed Britain by controlling the published record
Evidence
Though few Americans heard them, the British spoke of the burning of Norfolk quite differently. Royal Navy officers in Norfolk maintained that they fired only on waterfront buildings used by American snipers to shoot at the fleet. The rebels, Lieutenant John Dalrymple reported, “were so obliging as to assist us in it, by setting fire to the greatest part of the Town that was not in our reach.” From the outset of the operation against Norfolk in 1775, patriot political and military leaders had discussed destroying loyalist-leaning Norfolk to deprive the British of a center for naval operations in the region. They had achieved this goal and could blame the devastation on Britain. The rebels took “the inhumanity of the Action off their Shoulders,” Dalrymple wrote, and placed it “upon our own.” Dunmore printed a similar accusation in the loyalist version of the Virginia Gazette, which stressed that the prevailing winds at the time, blowing offshore, kept any fire caused by British shelling from spreading beyond the waterfront, but it received little circulation in the colony. Both accounts reached Parliament, but only the patriot one appeared in the published records of the Virginia Convention, even though Virginia’s commander at Norfolk, William Woodford, supposedly gave a full report of the episode to the delegates. — Edward J. Larson, Declaring Independence, 27
