Pastoralists remained private-enterprise holdouts within the socialist economy

Evidence

The nomads with their privately-owned herds of camels, cattle and flocks of sheep and goats remained obdurate exponents of private enterprise, selling surplus livestock to Somali and Arab-owned exporting firms, buying for the Arab and Persian Gulf market. Not all the off-take from the pastoral economy was distributed through private enterprise. A significant proportion found its way to the Russian built state-owned meat canning factory at Kismayu (where there is an American-built port). — I.M. Lewis, I. M.
