Party, legislative, or reserved seats each independently count as a gender quota
Evidence
The topic of gender quotas, which has generated a massive literature, illustrates nicely the use of the logical OR conceptualization and measurement. Basically, there are three main ways in which countries have implemented gender quotas. At the basic level one has a “gender quota” via three substitutable means to implement gender quotes: (1) party quota, adopted voluntarily by political parties, OR (2) legislative quota, mandated by the national parliament, OR (3) reserved seats, usually written into the constitution. Any of these mechanisms counts as a gender quota for statistical or other analysis (see Krook 2009 for an extensive analysis). — Gary Goertz, Social Science Concepts and Measurement, 221
