Partition’s ethnic supremacy aim collapses into apartheid as territory and population cannot be separated.
Evidence
In both the cases of Northern Ireland and Israel, partition was implemented in the hope of establishing the supremacy of the settler ethnic group over a population that was understood to be “native.” … That dilemma is that it proves impossible to incorporate Palestinian territory without incorporating Palestinians, to whom citizenship must be denied even as they are, to all intents and purposes, subjects of the state. What partition and separation sought to secure in the form of two ethnic states can now only be maintained by a systemic imposition of what is a regime of apartheid in all but name, a regime that grows ever more difficult to disguise from international civil society. — Nadim N.
