Occupier’s dominance forces occupied states to mimic occupier’s preoccupations rather than speak

Evidence

Occupied states, as I suggested earlier, are states today that have unraveled, states damned or dismissed as mutant. But their mutant condition is ambiguous. Not just aberrant, they are muted states. They are, in short, states that have – are made to have – no voice of their own. They are states (to be) filled with the occupier’s loudspeaker, literally or metaphorically. Denuded of their own voice, they are reduced to a counter-whisper, either explicitly or mimicking clones of the occupier’s pre-occupations – in law and law-making, in commerce and intercourse, in expression and culture more generally. — David Theo Goldberg, The Threat of Race, 1853
