Obama’s free community college plan steered students away from HBCUs
Evidence
President Obama also announced a plan to offer two years of free tuition to qualified students attending community colleges. But his administration did not consider the effects of the policy on HBCUs. Many HBCUs compete with community colleges for students, and the Obama administration put its thumb on the scale by not extending free tuition for the first two years to attend public HBCUs. In effect, he incentivized students to go elsewhere. — Eddie S. Glaude Jr., Democracy in Black, 368
