No barrier can guarantee a national safe zone against reprisals
Evidence
This type of scenario is all the more probable given that the viability of the security model associated with the principle of “projecting power without projecting vulnerability” rests upon very fragile assumptions. It postulates that the establishment of an effective domestic “safe zone” is possible—that the danger, the threat, the enemy can be absolutely confined to the space outside. This assumption runs up against the problem of the irreducible porosity of frontiers. There is no wall high enough, no barrier sufficiently impassable to guarantee the absolute isolation of a national “gated community.” — Grégoire Chamayou, A Theory of the Drone, 301
