National domestic struggles absorb activist energy that might target global summits
Evidence
Meanwhile, between 100 and 150 thousand demonstrators gathered on both sides of the nearby French/Swiss border to hold their own countersummit in response to Evian’s great power deliberations. About a third each of the demonstrators came from Switzerland, France, and the rest of Europe. They stated their opposition to multinational corporations, to the indebtedness of poor countries, and to world financial institutions. But they also brought more particular national issues to the table. Looking back a month later, activists from Geneva complained that “[t]he big French organizations were not enthusiastic and [were] totally tied up in the massive mobilizations and general strike to save the pension system and public education” (APCM 2003, 2). Protest organizers had announced their intention of shutting down the summit by blocking access to Evian. But they settled for shows of numbers, unity, and commitment. — Charles Tilly, Regimes and Repertoires, 1117
