Naming and airing black grievances disarmed black political challenges to Hartsfield.
Evidence
Most important, Hamilton urged the mayor to speak frankly. He should stress that his enemies were denouncing him as “the Negro’s representative,” when he was simply trying to be “mayor of all the people.” Hartsfield should list his accomplishments, she advised, but acknowledge “that the Negro did have legitimate gripes. The sore spots should be brought up and discussed—no Negro firemen, more Negro policemen, better schools and parks for the Negroes, appointment of Negroes to planning boards, and the elimination of police brutality. Bringing all these into the open and discussing them fully would rob the disgruntled of their ammunition.” Running on Hamilton’s advice and Hartsfield’s record, his coalition kept the support of black Atlantans. Indeed, in several black precincts, the mayor piled up margins of nearly 90 percent, bringing in enough votes to secure reelection. — Kevin M. Kruse, White Flight, 97

- ADDENDUM: Relevant to both ‘Complaints About Immodesty’ and general political signaling analyses—here the mayor’s rhetorical inclusiveness (‘mayor of all the people’) preempts the colorblind-conservative frame of later chapters by conceding rather than denying black grievances.
- XREF: Connects to Kruse’s larger thesis (being developed across this book) that pro-business white moderates managed desegregation demands rhetorically rather than accommodating substance—resonates with the Annihilation of Caste material on how dominant groups manage reform claims. — connects to: Black voters delivered Hartsfield his 1949 mayoral victory by a razor-thin margin — Kevin M.
