Many small municipalities function as exclusionary wealth enclaves

Evidence

Hundreds of villages are, in reality, little more than restrictive covenants, or zoning ordinances, except that they have the name and the form and the power of a municipality. The fear of crime adds to this impulse to retreat behind the invisible walls and barriers of these little enclaves. And, more and more, people with money retreat behind visible walls and gates, into “privatopias” ruled (and rather autocratically) by homeowner associations. — Lawrence M. Friedman, A History of American Law, 3796
