Mafia dispute settlement can favor the tactful claimant even against a mafioso’s kin

Evidence

At times, by reacting to abuses of power (prepotenze) with tact and agility, one may establish one’s claims. A young entrepreneur who runs a riding school in a town east of Palermo was once confronted by the son of a mafioso who wanted to hire a horse for his little daughter at any cost. As he had not reserved in advance, no mount was available, but this did not prevent him from being deeply offended by the repeated refusals. The next day a horse disappeared from the stables, and a woman customer passed on an oblique threat, reporting to the owner that the other man had told her, “Hay burns easily, and it takes very little to lose everything.” The stable owner had just stocked up on hay for the season and felt particularly vulnerable. But he knew how to handle such matters. He turned to the man’s uncle, a senior mafioso, to settle the dispute. Describing his plight, he said he suspected that the missing horse was the nephew’s doing. He even suggested that the nephew was less than a man, a mezzo uomo, because he had stooped to involve a woman in his dirty work. Had he been a real man, a uomo completo, he would have gone ahead and burned down the hayloft. Three days later the missing horse was returned (I-21). … The Ganges, however, demanded “too high” a price, and the negotiations broke down. Soon the owners became the target of threats, and damage was inflicted on their property. — Diego Gambetta, The Sicilian Mafia The Business of…, 490

  • XREF: Directly evidences Gambetta’s private-protection market: the mafia provides arbitration substituting for state dispute resolution, matching the reader’s Milgrom-et-al. private-judge framework. The riding-school story shows a senior mafioso acting as private judge between a civilian and a junior mafioso.
  • CANDY: The riding stable anecdote — a horse returned after ‘a real man would have burned the hayloft’ — is a vivid, self-contained story anyone can retell.
