Local, community-led CVE programming outperforms federally led efforts.
Evidence
Using a review of national-level terrorism programming and local-level programming in five states (California, Texas, Colorado, Massachusetts, and Minnesota), the study identified a variety of gaps in existing programming and produced numerous findings pertaining to what contributes to effective CVE programming. The high-level findings most relevant to our study are (1) “community education efforts, formation of public-private partnerships, and development of local capacity to intervene with individuals at risk of radicalizing to violence” have been areas of success in U.S. CVE programming; (2) programs in which the federal government plays a supporting rather than leading role-by supporting “state, local, nongovernmental, and private organizations’ terrorism prevention efforts through funding and other mechanisms”-are most effective; and (3) programs implemented by multidisciplinary teams that include members of 46 D. — Ryan Andrew Brown, Todd C.
