Laws passed by show of hands were reversed in secret votes by Somalia’s parliament.
Evidence
The whole thing was a surprising affair; the Decree Laws were approved by the majority of the deputies in a show of hands after the approval of the committee concerned. The Deputies have in fact emphasized the importance of the laws, especially the Labor Code. What happened was that the Decree Law concerning the appointment of temporary staff was supported by 87 Deputies in the show of hands, but when the secret vote was conducted, 46 Deputies opposed and 41 were in favor. — Abdi Ismail Samatar, Africa’s First Democrats, 882
