Italy abandoned denaturalization of anti-Fascist refugees in 1929.

Evidence

An Italian law of 1926 against “abusive emigration” seemed to foreshadow denaturalization measures against anti-Fascist refugees; however, after 1929 the denaturalization policy was abandoned and Fascist organizations abroad were introduced. Of the 40,000 members of the Unione Popolare Italiana in France, at least 10,000 were authentic anti-Fascist refugees, but only 3,000 were without passports. — Hannah Arendt, The Origins of Totalitarianism, 2509
