International pressure instruments doubled the rate of national prohibition from 2006 onward
Evidence
The decade from 2006 to 2016 changed the shape of the curve. Pinheiro’s report, the UN Secretary-General’s subsequent Global Survey on Violence Against Children, and the incorporation of corporal punishment prohibition into the UN’s Sustainable Development Goal 16.2 — which called for ending “all forms of violence against and torture of children” by 2030 — created the international political pressure that national legislators needed to move legislation that had previously stalled. Between 2006 and 2016, twenty-two countries achieved full prohibition. The rate had doubled. — , The Rod and the Child, 8333
