Integration programs create their own bureaucratic incentives regardless of the outcomes they produce

Evidence

Integration programs, while they will not succeed in transforming the Muslim community as a whole, will have isolated “successes” in the form of transforming individual Muslims. As we note above (Part I, “Synthesis”), some Muslim women have shown a degree of receptiveness to integration initiatives. Though a government bureaucracy will measure this as a success, it will have extremely deleterious effects on the Muslim community as a whole. Muslim men, whatever their socio-economic position, can be expected to reject the integration programs and their results. The integration of women will intensify the isolation of many men. Some Muslim women who have adopted European ways will seek spouses outside the Muslim community. The resultant depletion of available mates in the Muslim community will intensify a dangerous dynamic. — Michael A. Reynolds and Thomas D. Grant, The Future of Europe and Its Muslims, 349
