In news discourse ā€˜modernise’ now means ā€˜privatise and neoliberalise’.

Evidence

In fact, neoliberalism owns the word ā€œmodernisationā€ now. If you hear the word in news broadcasts, it is synonymous with neoliberalisation. Whenever there is a dispute — in, say, Royal Mail — the phrasing used is something like, ā€œRoyal Mail is trying to modernise, but its plans are opposed by workersā€. But when they say ā€œmoderniseā€, they really mean ā€œprivatiseā€ and ā€œneoliberaliseā€. — Mark Fisher (edited by Darren Ambrose), K-Punk, 1652
