Hussen’s confidential report named four corrupt cabinet members

Evidence

Hussen’s concern over the magnitude of corruption, given the aforementioned incidents and what he heard from many others, drove him to write a confidential report on the subject just before the first parliamentary election. The report warned the prime minister that the state could not afford to ignore the scope of the problem and that the government should take a strong stand against abuse after the election. The report specifically named four incompetent and fundamentally corrupt members of the cabinet. Copies of this confidential report were submitted to President Osman and the two commanders of the military and police forces. — Abdi Ismail Samatar, Africa’s First Democrats, 727
