Horkheimer held that bureaucracy had taken control of the economy from private capital

Evidence

In 1940 Horkheimer took his ideas a step further in another article, which at first was called State Capitalism' but later had its title changed to The Authoritarian State’. He now expressly mentioned state capitalism as a phase succeeding monopoly capitalism. In this new phase, a new stage of organization was attained in which `The bureaucracy has taken control of the economic mechanism which slipped away from the control of the bourgeoisie’s pure profit principle’. — Rolf Wiggershaus, The Frankfurt School, 1156
