High-capacity low-democracy regimes use rights rhetoric while suppressing organized Islamist opposition
Evidence
Government agents rounded up suspected Islamists and quickly tried many of them under procedures that domestic and international human rights organizations judged unfair. The government delayed municipal elections from June to September, and put increasing pressure on the (legal) Islamist Justice and Development Party. The party responded by contesting only a few seats in Casablanca, Fes, and Rabat. Meanwhile, the government used newly passed laws against terrorism to muzzle and press and convict journalists for “insulting the king” (Slyomovics 2005). Despite some royal gestures toward democratic participation, the regime remains in the zone of high capacity and low democracy. — Charles Tilly, Regimes and Repertoires, 513
