Haji Musa stalled his promised resignation to entrench himself in office

Evidence

At the end of April, Osman concluded that Haji Musa was not intending to resign. Osman explains his thinking about Musa’s strategy and the possible cost to the SYL of removing him from office: “Haji Musa is not willing to back off and his unreasonable behavior makes me think that he was not sincere when he offered to resign. He kept us waiting while he attempted to entrench himself. The man is so attached to the ministerial seat and to the post’s amenities that he will not go voluntarily unless he is thrown out with all of his weight. — Abdi Ismail Samatar, Africa’s First Democrats, 1281
