Habar Gidir militias justified land seizures by declaring non-members foreigners.
Evidence
Those who had seized property claimed that it belonged to the state and had been stolen by the previous occupants. Moreover, since their Habar Gidir clan ‘now owned the country’, other people’s property now belonged to them: everybody else was a foreigner. These were the depths of actual clan chauvinism. Some of the older urban commercial communities (Arab, Reer Hamar, etc.) belonging to clans without effective militias, who were routinely abused, escaped abroad. — I.M. Lewis, I. M.
