Germany delayed integration programs and underfunds them severely.

Evidence

Significant Muslim communities have existed in Germany for over forty years, almost two generations. Similarly, it is only within the last year that the German state has introduced formal programs for the explicit purpose of supporting integration, and the resources it is devoting, so far, are not substantial. For example, in the most crime ridden police precinct of Mannheim, which is also home to the largest concentration of Muslims in that city, there is just one German-Turkish police translator. — Michael A.
