France offered Moriscos refuge only if they converted and stayed away from the frontier.

Evidence

Across the frontier in France, Henry IV had, on February 22, 1610, already issued an ordonnance offering to the Moriscos a place of refuge, on two conditions, the first being that they should not settle to the south of the Dordogne (presumably the security risks that would have been created by having in the frontier regions people so easily manipulated by Spanish agents were felt to be too great). Henry’s other provision was the Moriscos must become Catholics (he had, of course, himself decided seventeen years earlier that Paris was worth a mass). — L. P.
