France extended its metropolitan public health law to West Africa in 1904.

Evidence

A decree signed April 14, 1904, applied the provisions of the metropolitan law on public health, passed in France two years earlier (February 15, 1902) to French West Africa. This decree empowered the lieutenant governor of each colony to enact the regulations considered necessary to prevent the spread of diseases and improve the sanitation of public and private buildings, and required “mayors, administrators and commandants de cercle” to apply these regulations. — Alice L.
