Forced mass transportation can fail when ports and ships are inadequate
Evidence
Although several places were named in the first proclamations as authorized ports of embarkation, at the last moment Lisbon was made the only one. Since Jews and Muslims caught in Portugal after the set date would incur the penalty of enslavement, the chaos and panic at the docks can be imagined. There were not enough vessels available to transport just the Jews (many of whom did suffer the penalty foreseen). — L. P. Harvey, Muslims in Spain, 1500 to 1614, 119
