Federal agencies funded tribal organizations to market nuclear waste siting.

Evidence

The federal Administration for Native Americans (ANA) and the Department of Commerce funded Indian consulting firms to promote the waste industry in Indian country. A big chunk of their money went to the Council on Energy Resource Tribes (CERT), an organization of 50 member tribes founded in 1975 to assert control over the development of Native mineral resources. In 1987, CERT received $2.5 million, over half of their total income, from federal nuclear waste contracts. β€” Winona LaDuke, All Our Relations, 512
