Experienced orthodox lower-level activists lock out reformers from congress delegations
Evidence
These antireform regional leaders and functionaries dominated the Central Committee. Their conservatism was apparent in party polls: Most wanted both the retention of the communist name, and the inclusion of all communists, including old leaders and discredited Secret Service functionaries, in the party. Since they were also experienced politically, they were able to dominate local party discussions and select the congress representatives and local leaders they deemed most able to represent their views. By the June 1993 Prosteˇjov congress, the local organizations chose only orthodox members and regional leaders as congress delegates. — Anna M. Grzymala-Busse, Redeeming The Communist Past, 465
