Djibouti’s 1999 succession marked peaceful generational change within clan politics

Evidence

In April 1999 Hassan Guled, having finally retired, was replaced as expected by Ismail ‘Omar Geelle, who had secured over 70 per cent of the 170,000 votes cast. According to the opposition this was achieved by ‘massive fraud’. Having long acted unofficially for the President, Ismail now assumed the formal title at the age of 52 years. This peaceful transition to a younger generation was marked by the release of some political prisoners, including a well-known Afar human rights lawyer, partly in response to French pressure. — I.M.
