Discourse critique of progress does not condemn all change as bad.

Evidence

It should be emphasized that to say progress is a discourse with certain root metaphors attached to it is not to say that other sorts of progress are never a good thing. For example, we might say that as authors writing this chapter, we are making progress toward completing this book. Instead, the issue is that we assume change to be a good thing, rather than examining the effects that social and technological changes may have on society. — Rebecca A.
