Diarra envisioned a West African reserve fund managing the joint account

Evidence

At the union level, a ‘West African reserve fund’ or a ‘West African payments union’ would be created. This would have at its disposal the currency reserves of the monetary union. The contributions of each member state would be individualised and expressed in the joint account unit. The fund’s role would be to manage the common unit of account and to represent African countries in international organisations such as the IMF and the World Bank. — Fanny Pigeaud_ Ndongo Samba Sylla, Africa’s Last Colonial Currency, 352
