Deli officials disciplined Valck while ignoring the torture he reported
Evidence
On 13 August 1877 the Governor- General accorded Valck “a second chance” based on an argument borrowed word for word from Levyssohn’s addendum. Neither Norman Levyssohn nor Van Rees nor the Governor-General refer to what Valck deemed sadistic torture and inhumane conduct in the plantation belt, to the government cover-up, or to the conduct of Deli’s Europeans. — Ann Laura Stoler, Along the Archival Grain_ Epistemic…, 1119
