Definitional completeness and logical structure are independent choices in concept building
Evidence
The logic of completeness still applies. They want all legal documents that function as the fundamental law of the land. Depending on the country, this might not be called the constitution, or it might have slightly different forms than the standard constitution. Completeness means capturing all the different variations on this theme, at least those that appear in real-world practice. The motivation is still completeness, but the structuring principle is the logical OR instead of the logical AND. — Gary Goertz, Social Science Concepts and Measurement, 220
