Contractual USSR agreements blocked Hussen from quickly balancing the budget
Evidence
A little over a month after his government was confirmed, the prime minister went to work on the government’s budget for 1965. Somalia had run a budget deficit recently, and this year was no different. Hussen and his Finance minister, Awil Haji Abdullahi, invested a lot of energy in reducing the deficit and began a new process that would generate revenue and curtail expenditure to attain a balanced budget in the near future. Despite these efforts it became clear that they could not balance the budget in the immediate future because of contractually binding financial decisions taken by the previous government, such as the economic agreements with the USSR. — Abdi Ismail Samatar, Africa’s First Democrats, 775
