Communities learned of an existing dump only years later through news of its fines
Evidence
Residents of Kettleman City found out about the dump in the early 1980s, after reading in the local paper about multimillion-dollar fines levied against the Chem Waste facility for violations of environmental laws. While residents were unhappy to find out their town was host to a huge toxic waste facility, they saw few ways in which they could challenge the dump. — Luke W. Cole and Sheila R.
