Comintern imposed Black self-determination doctrine on American communists from above

Evidence

Black self-determination was presented to the American Communist Party as a fait accompli. And for years the true origins of the line would be a mystery to members of the American Communist movement as well as to its historians. Its meaning, however, was clear: as Josef Pogany (John Pepper) characterized it (or as Haywood argues, caricatured it) in the line’s first American exposure, the logic of self-determination would conclude in a “Negro Soviet Republic.” — Cedric J.
