Colonial compulsion was justified as necessary to fund public works.
Evidence
May I continue to use temporarily and until the necessary evolution has taken place, the methods that have worked to date to ensure that the natives have sufficient funds to pay their taxes and increase their production and commercial activity, or must I abandon them immediately at the risk of seeing a drop in local tax receipts-a decline that would obviously in turn slow down or bring to a halt altogether certain public works, roads, etc., as well as the continuing expansion of such social assistance programs as health care and education-and resign myself to reducing my budget? Needless to say the punishments that I would then be meting out under the indigenat, for all those who defaulted on their taxes, would hardly take the place of the receipts lost because of the lack of foresight by a population incapable of procuring on its own enough money to cover its obligations. — Alice L. Conklin, A Mission to Civilize_ The Republican…, 822
