Clinton announced all US forces would leave Somalia by March 1994.

Evidence

Amidst the public furore in America (which included high-level military resignations) the new President, Bill Clinton, was forced to announce that all U.S. forces would quit Somalia by 31 March 1994 and that they would remain under American (rather than U.N.) command. Withdrawing without the danger of further loss of face was estimated to require an additional U.S. injection of troops, vehicles and an aircraft carrier with two amphibious groups of marines. On the political side, Ambassador Oakley, who had directed the earlier Operation Restore Hope without such casualties, was catapulted back to Mogadishu to secure the release of U.S. captives and bring ‘Aideed in from the cold and back to the negotiating table. — I.M.
