Civil rights gains cannot offset reparations because they never targeted black Americans exclusively
Evidence
That argument should not work here either because neither civil rights legislation nor affirmative action was ever limited to black Americans, the way post-slavery discrimination has generally been. Civil rights legislation has never been available solely for black plaintiffs. Making Juneteenth a national holiday gives the day off to everyone, not just black people. Affirmative action is also not an offset to any future reparations payments. — Dorothy A. Brown, Getting to Reparations, 572
