Challenging segregation in graduate schools was easier than in public schooling.
Evidence
The NAACP Legal Defense Fund enjoyed particular success in challenging segregation in graduate and professional schools. Because fewer students were involved, challenges to segregation at the graduate level aroused less controversy. Denials of equality at that level were also easier to document. Because all states operated elementary and secondary schools for African Americans, a successful constitutional challenge required a detailed demonstration of inequalities between the white and black schools. — G.
