Central colonial authority failed without budget control over member territories
Evidence
In practice, the 1895 decree was a failure on a number of fronts. The first governor general, Chaudie, found that the military authorities in the Western Sudan continued to act independently. Without control of the budgets of the individual colonies, moreover, the governor general could not deal with economic matters either. Under the existing arrangements, he could not force the member territories to contribute to the costs of the Government General; without a source of revenues, the Government General could not hope to finance the federal program of public works upon which, it was now increasingly recognized, economic growth in West Africa depended. — Alice L.
