Census records and community groups must locate homeless black recipients.
Evidence
The executive branch, including the Census Bureau, would bear the burden of providing a list of all black people in America. Homelessness, for example, would provide some difficulties, given the large share of black Americans who are homeless, and they would need a work-around. State and local government agencies and not-for-profit organizations assisting the homeless may have useful information that they can provide to the government. (Community groups also assisted in locating Japanese Americans who were owed payments.) — Dorothy A. Brown, Getting to Reparations, 539
